Why not ask your question on the new OpenStreetMap Community Forum?

Is there an offline copy of the Wiki or at least the documentation of the tagging available for download that can be integrated in to JOSM?

In situations with bad Internet connectivity this would ease mapping.

Taginfo does a relatively good job of spidering the Wiki and storing tag documentation in a SQLite database. That database can be downloaded in full from http://taginfo.openstreetmap.org/download/taginfo-wiki.db.bz2 - the only thing missing is a viewer for this in JOSM.
