There is a small road. I cut it into 3 sections and mark the center section, bridge=yes. Should I also create a relation route=road referencing the 3 pieces?

Normally, I wouldn't do that just to say "these are parts of the same road", as (presumably) the road name or reference number will already do that.

The USA is an exception to the norm here though - a physical piece of tarmac can have two or more numbers, so there it'd be added to route relations like this one. If you have a look at one of the parts of Jefferson Street in that relation you'll see that it's part of a "US 19" relation (for the route) but not part of a "Jefferson Street" relation because that's obvious from the name.
