Please clarify. If you are a new MAPPER then you will require information on how to contribute to OSM, but you will not have to set up OSM on your web server. What exactly do you want to do?

If you want to use OSM on your own web server have a look at the switch2osm site. It shows you how to do things like setting up a tile server on your own web server, and how to create a "slippy map" (similar to the one on openstreetmap.org) using those tiles.
