Hi David, not directly, but did you have a close look to the European Alps. There some trains or cabins that are moved along with a cable. But its not the same as in LA. The cable car railways in San Francisco are tagged as railway=tram (with oneway=yes) (example). The corresponding route relations use railway=tram and tram=cable_car (example) although there are not many relations with the cable car tag.
