Hi David, not directly, but did you have a close look to the European Alps. There some trains or cabins that are moved along with a cable. But its not the same as in LA. Or just tag it as tramcar and ad in the advanced section type - cable_car. Have fun. Greetz Hendrikklaas

The cable car railways in San Francisco are tagged as railway=tram (with oneway=yes) (example). The corresponding route relations use railway=tram and tram=cable_car (example) although there are not many relations with the cable car tag. And of course you can also map tram stops with the railway=tram_stop tag (example).
