Is there any city bounding polygons downloadable over the internet?

I know cloudmade has city polygons available, but not covering some cities I want, I go on some search in vain. So I would like to know if any pre-made polygons exist?

I can make my own, and in fact i am now working on it from stretch. Any GUI tool (In windows) to make polygon files to speed up the process?

Do you mean Osmosis Polygon filter files ( http://wiki.openstreetmap.org/wiki/Osmosis/Polygon_Filter_File_Format ) ? Can you link the CloudMade resource you're referring to, to make it clearer what you're looking for?

yes, that's what I mean, Osmosis Polygon filter files.

Take Vietname for example (http://downloads.cloudmade.com/asia/south-eastern_asia/vietnam#downloads_breadcrumbs), Cloudmade has put some effort to provide polygon files for various cities in Vietnam, but no a complete list, I want to make it by my own but seems too time consuming to define city borders.
