One Answer:
After you have installed the plugin "imagery" or "slippymap" in JOSM you will see a new light green button in the left hand toolbar with a cross-arrow pointing in 4 directions. After you clicked it you can move the imagery while holding the mouse-button and moving the mouse. 23.Jan.2011 Upgraded to JOSM 3751. There are five buttons in the left hand toolbar of which none have a scaling effect on the Bing imagery relative to the OSM data. The five pertinent buttons are (as far as I know) only relevant to the PicLayer function and do not apply to the background imagery. Of course I realise I may be missing something and, if so, please tell me so
In my copy of JOSM, the menu button Claudius mentions is on the top toolbar, not the left one. You could also click on the layer itself in the layers pane and select "New offset"
Bingo. Thanks a lot EdLoach. This is the correct way to align Bing imagery to OSM-Data. (at least with JOSM 3751)
