There is a street nearby with a steep incline that bears a "10% incline" road sign? How do I tag that street and indicate the direction of the inclination?

Use the incline key, with the incline as a value. In your case, the road would be tagged as incline=10%

As explained on the incline wiki page, a positive incline always refers to upward movement in the direction of the way that is tagged. So if the way's direction points downward, rather than upward, you can either reverse the way (if there are no other way-direction dependent tags on the way) or use the incline key with a negative number, i.e. incline=-10%

If you want to tag the traffic sign itself, instead of just the incline marked by it, you can use the proposed traffic_sign key.
