Having had a quick read on wikipedia and Bermuda Online (but not really knowing much about Bermuda), I'd be tempted to put the two municipalities at admin level 10, and so perhaps put the parishes at level 8. But if you live in Bermuda you probably know the administrative structure better, so make your own choice based on that knowledge and the wiki page Gnonthgol mentions; then add Bermuda to the wiki page so others know what you decided was best. |

That depends on what a parish is. In UK parishes have admin_level=10, but in Louisiana parishes are admin_level=6. Take a look at the wiki for a table of different values in different countries. |
