Getting started, I began by looking at the extant OSM, zooming in on my immediately surroundings. Straightaway I noticed a mislabelled school. How does one recommend changes to the base OSM map?

Make a acoount, be welcome, read the wiki and help files and start working in OSM and use Potlach 2 or JOSM. In P2 your working directly and with JOSM you have to download the map to your own PC. Happy mapping.

Login to OSM, zoom to the place that needs changing, click the edit tab, make your change and save it. OSM is all about people doing exactly what you describe, looking at an area they know and making it as accurate and up-to-date as they can. If you are sure there is an error, change it. If you are wrong, you, or the next person to spot it, will correct it later. Be bold; make the change.
