I want to use Openmap Data in Autocad or Microstation V8 is this possible ?

Probably the easiest is to load extracts of OSM using the ESRI shapefile format. You can find repositories of such extracts or how to generate your owns on this page of the wiki:
http://wiki.openstreetmap.org/wiki/Shapefiles
