There is Lower Bear River Reservoir in California at this location:

But it was deleted some time not long ago. zoom=12 data still has it.

How to figure out who and why deleted it?

So I see the offending changeset on this page, changeset: 13197781 by the user jfire. This changeset is very broad, 3000+ nodes are deleted. Comment says "Delete excessively broad imported wood" How to know if this changeset is legitimate? There is no "undo" button on the changeset page. "osmChange XML" containts only <delete> tags for many nodes and can't be imported into merkaartor.

How to revert the change now?

Unfortunately undoing changes isn't as easy as clicking on a button, but the wiki describes various ways for a rollback. This should be done by a more experienced user.

Because it is not an official service (yet), but something similar to this is listed in the top ten tasks.

There is still a node but the reservoir outline (previous version without timeouts :)) has been deleted by jfire in this changeset. Ask him why he deleted the way, could be by mistake.

Also it is better to add all tags from the node to the way and then delete the node as described in the wiki.
