A motorway and motorway links do have a tag with the no of lanes. Does the emergency lane or safety lane count as a lane ? Most of the motorways do have incomplete or inaccurate tags. If theres a guideline, what if ? And I know I wont count a hard shoulder if it covered with broken stones. But share your thoughts plaese or a link to the rules. Greetz.

If you don't understand a tag you find in the map, start by reading the corresponding wiki page. Addresses for pages describing tags look like http://wiki.openstreetmap.org/wiki/Key:lanes for keys or http://wiki.openstreetmap.org/wiki/Tag:cycleway=lane for values. Alternatively the wiki has a search function.

Now there are plenty of pages on the wiki that are unclear. If you don't understand something after reading the wiki or you think it contradicts information you got from somewhere else, feel free to ask about it here. The page about lanes however is perfectly clear about the question you ask above.

Emergency lanes are a type of hard shoulder. They're not lanes.

Hi Paul, the hard shoulder is in Europe most of the time covered with asfalt, so as good as the rest and ready to use fi as extra lane in rushhour. The shoulders overthere are afaik covered with broken stones or likewise its not very logic to go on.

I'm familiar with the practice. Hard shoulders are sometimes used as additional traffic lanes in some US locations as well, but they're still not considered lanes for the purpose of counting.
