Can anybody who voted this answer up explain how any of those three values help with the unleashed dogs in the question above? Obviously not by simply not tagging it with dog=*.

As with other tags of this type, "yes" and "no" are absolutes. So dog=yes allows even unleashed dogs. "leashed" is an intermediate value. I can't imagine a place that forbids leashed dogs but allow unleashed ones, so those 3 values look like the only ones needed. I do see "dog=designated" in taginfo, but that use-case is probably better served by leisure=dog_park or similar.
