Please type "how to import" in the search box above and fully read at least the first three questions and their answers in order to get a picture of how data imports are handled in OpenStreetMap. It is very important that you understand that you cannot just "upload" something and that there are many more issues than just the license. When in doubt, consult with the import mailing list.
