There are a number of ways that have a maximum weight limit, combined with some exclusions.

Taking two examples, that I can think of.

  1. A road is signed as Maximum weight 7.5 tonnes, between 22:00 and 06:00
  2. A road is signed as Maximum weight 7.5 tonnes, except access

Obviously the maximum weight bit is relatively simple with a tag of maxweight=7.5, but how should I handle the exceptions?

With regard point 1, there is a way of tagging access restrictions with effective hours, see http://wiki.openstreetmap.org/wiki/Key:access, maybe this can be of help to you tagging maximum weights?

For the second point you could use maxweight=7.5 along with hgv=destination to indicate the "except access"

That suggests the use of hour_on and hour_off for when the restriction starts and stops (respectively), but the documentation for this redirects to opening_hours which logically reads the other way around for a restriction?
