If a fence has thick bushes planted in or around it to look like a hedge, should it be tagged

barrier=hedge

or

barrier=fence

? For wooden fences, I definitely tend towards the former, but for wire-fences I'm not so sure.

If from a distance it's more growing than erected I would choose barrier=hedge. I would think if the fields have contained livestock now or in the past they will have wire through them as a back-up. Sheep and cows will get through otherwise.
