This depends on the organization that provided you with the data for your mobile phone. Look at the information on the site where you downloaded it, or ask the provider if you bought it - there is no general answer.
That is a question about how your mobile phone and/or the map software on it works, not a question about OpenStreetMap, so is off-topic.
