What belongs to the area of an marina

I came across a large area tagged marina, just the water. Isnt logic that the warf, the ramp, the sheds and the surrounding areas belong to the marina as well ? Athough its rather big and containes at least 4 different firms. Should the whole area beiing enclosed or all the different firms separatly ? Its largely based on AND info.
