I'd ask on the Nepal or India mailing lists - someone might have a tile server that they haven't updated for a while that covers the area that you're interested in.

For a limited time of some weeks or months there are downloadable extracts of OSM data at geofabrik.

http://download.geofabrik.de/osm-before-redaction/

These files have a timestamp of 26-07-2012, before the RedactionBot was started to eliminate non-ODbL compatible data.

how can i get map(OSM)of Kathmandu Nepal, which is not on list

If you know the lat/lon values of a bounding box for your desired area, try to download that big OSM file from geofabrik.de and cut it down via a tool like osmosis or osmconvert.

Consult the OSM wiki about these tools how to use them via a command line.
