Change the default maxspeed of the residentials roads of a city

I would like to know if it's possible to change the default speed limit of the residential roads of a city, (Zaragoza, Spain) or even the residential roads of the entire country.

I know it's possible to change this characteristic street by street by using the tag maxspeed=*, but I wish I could do it with one move.

I'm using Potlach2 to edit data.

And it's posible to select with one click, all the residentials roads contained in an area?

If no maxspeed is set, the developers are supposed to take the values from the wiki. http://wiki.openstreetmap.org/wiki/OSM_tags_for_routing/Maxspeed

So if the wrong values are mentioned there, you should edit it. But it might be better to ask other Spanish mappers first on the Spanish mailing list: http://wiki.openstreetmap.org/wiki/MailingLists

This is more an issue of the "client program" (e.g. a route-planner such as OSRM, or mkgmap for creating Garmin files) deciding what default to use.

If such a program is choosing the wrong default, you should contact its authors. It's not something that is generally stored in the OSM database at present.
