As a beginner, what is the protocol for removing erroneous data? In the reference map the tiger import data for the A.T. is not correct. Is there a review before deleting such data?

There is no review procedure before you can change something. It doesn't matter if the change is because something changed in the real world or the data was simply always wrong.

If you know something is different/changed, then just fix it.
