Is there a good mapping service out there based on OSM to create a map, name it, add several points of interest, save it, and share it, so others can add more points?

Yes, something like Google My Maps.

You can try http://facilmap.org/ even some features you want seems missing. I'm working on such a tool, but still not finished (current doc in french) …

Mapquest open sites such as open.mapquest.co.uk have a "My Maps" feature which goes some way towards that.
