Going by the two wiki pages http://wiki.openstreetmap.org/wiki/Names and http://wiki.openstreetmap.org/wiki/Editing_Standards_and_Conventions, I should not abbreviate street names when adding new data. However, in some TIGER data I'm working through, I'm encountering abbreviations such as 'St' for 'Street'.

Would it be better to convert this data to 'Street'/the equivalent, or leave it as is?

In general, they should be converted to not use abbreviations. But unless they are unusual cases (such as 2 nearby streets: one abbreviated and one not, but are different), don't spend time on this. There is an active project to expand names in the US: Discussed in several threads , as well as the specific project: TIGER road name expansion project. The author has temporarily held back from unleashing the bot to avoid disturbing the licence change activities and remapping efforts.

Yes! It would definitely better to convert those names and remove the abbreviations, as stated in the wiki. TIGER data has been imported, consequently the names don't always follow our guidelines. One could argue whether those abbreviations should have been replaced while importing the data, but now it is probably to late to automate this task without breaking anything.

Correct or change the actual name. But I think changing (instead of removing) tiger:X= tags would give the false impression that the tiger DB has the changed value.
