Using a smartphone(android) I cannot scroll down on the page containing an almost full-screen map as moving the finger over the map makes the map pan instead. Which is nice in general but not in this case. How do I make the map static?

No. is what I have to display the map. I need to modify it to work with a smartphone - or small browser windows, that is.

That is OpenLayers code. You'd better ask your question at an OpenLayers mailing list (see While OpenLayers can use OSM maps, and OSM may use OpenLayers here and there, the two are not the same.
