Using a smartphone(android) I cannot scroll down on the page containing an almost full-screen map as moving the finger over the map makes the map pan instead. Which is nice in general but not in this case. How do I make the map static?

No. http://pastebin.com/mSSphd1N is what I have to display the map. I need to modify it to work with a smartphone - or small browser windows, that is.

That is OpenLayers code. You'd better ask your question at an OpenLayers mailing list (see http://www.openlayers.org/). While OpenLayers can use OSM maps, and OSM may use OpenLayers here and there, the two are not the same.
