No, OpenStreetMap only wants data that describes the real world, no fantasy data - not even somewhere in the ocean or at the poles where nobody looks!

There is a test server at api06.dev.openstreetmap.org where you can do what you want (but it does not have a tile server that renders data). Of course you can also invent a fantasy island and save that to a local file with your editor, and then run a rendering engine locally on your computer. Just don't upload that.
