You can add your city on your own by using ans OSM editor like Potlatch2, Merkaartor or JOSM.

Read the OSM wiki Beginners Guide to get familiar with OSM elements and its tagging schemata.

There is also a webservice called openstreetbugs where you can mark errors on the map in the hope that someone other will see your mark and do the edit, but you cannot rely on.

So it seems to be better to get involved on your own. The learning experience is quite good if you deal with OSM some days or weeks.

Suggesting, one should look at the Beginner's Guide, is not an answer to the question. The Beginner's Guide has no section called "Adding a City". If the answer is in that guide, it could take a very long time to find it.

Well, you'd need to read as far as section 1.4.1 which says "A town may be marked using a node tagged with place=town".
