Concerning the first paragraph (different maxspeed depending on the time of the day), have a look at this extended conditions draft. Although it hasn't been adopted yet and the discussion is still ongoing, it tries to answer your question. Join the discussion there if you're thinking of using this scheme.

Concerning the secong paragraph (variable speed limit), although the wiki mentions maxspeed=signal, I can't see how that kind of information would be usefull. A static map should only worry about the "maximum maxspeed" IMHO. Drivers will slow down regardless of speed signs if there's an accident/traffic jam, and routing engines will get the "actual speed" using dynamic information sources, not using osm.
