We are setting up KOLI++ to be used as an AVLS for a despatch system for public safety and security. We want to use openmap but there are no street level details for Bayelsa. Have a look at the all knowing OSM wiki, especially at Beginners Guide You can trace own recorded GPS traces, or use BING aerial pictures that we are allowed to use and if they are available for your region.
