Hi , Please advice how i put local map in my PC ?

Hi , I need some local map of city only. From my application in C# i get two point Lat/Long and i need to put it in map somehow ? The pc not connected to Web. , it's local PC . So, first if i can download some specific city map , After if i can put from my application the LLA in the map , by API or other thing ?
