Why not ask your question on the new OpenStreetMap Community Forum?

i want to export the tokyo.osm file but the area is to big and i cant export and it says to use planet.osm i still cant get tokyo.osm how can i do that?

You can either download a ready made extract from http://metro.teczno.com/ or extract it yourself from the complete planet or an extract of Japan with osmosis (see http://wiki.openstreetmap.org/wiki/Osmosis). The later would require you to have a ploygon covering the region in question.
