Would you clarify, what do you mean with "vector map"?

a map that can be manipulated in illustrator, auto cad (dxf). as opposed to having an image, it is points and lines.

  • On http://www.openstreetmap.org/ zoom into area you want to export.
  • Click on export tab on the top of the page.
  • Choose "Map Image (shows standard layer)" and SVG as export format.
  • Click on export button.

You get a .svg file which can be edited with Illustrator
