Is there some defined process to get administrator privileges at the OSM wiki?

No, there isn't a procedure, mostly because it's unnecessary. Although the OSM wiki uses MediaWiki, it's just side documentation for the project and doesn't have the same significance to the project as Wikipedia. This means fewer administrators are needed, and the current team of admins is generally able to cope with the workload.

Most of the problems with the wiki are related to the quality of the documentation, which don't require administrator privileges to fix.

which don't require administrator privileges to fix. I disagree in this point: Cleanup of wiki pages by moving pages or do mass edits is a lot easier with admin rights. As user this work is just demotivating.

Which group of people do you ask? The members of the wiki team, the people you know in person, etc?

You don't ask anybody - if the current team of administrators think additional help is needed, and that you would be a suitable candidate, then they will ask you.

I believe it is acceptable to ask an existing administrator whether they might want help though ;)
