No, there isn't a procedure, mostly because it's unnecessary. Although the OSM wiki uses MediaWiki, it's just side documentation for the project and doesn't have the same significance to the project as Wikipedia. This means fewer administrators are needed, and the current team of admins is generally able to cope with the workload. You don't ask anybody - if the current team of administrators think additional help is needed, and that you would be a suitable candidate, then they will ask you.
