Since Holland has gone to make it easy for drivers, by killing extra traffic signs, the repeating ones, by placing a sign at the entrance of an area. Oh, yeah, zone limits happen. I've usually used JOSM when I need to do zone limits, using JOSM to search for all ways within a specific boundary, unselect the ones for which the restriction doesn't apply, and tag the rest in one shot.
