The satelite imagery is used with permission from Bing. You should contact them and add a request for better imagery in your area. You could also get a gps and go out and survey the area. The background image can be magnified more when editing with JOSM than in Potlach2. Another hint: If you are using Potlatch (the online editor), it will not show any background if you zoom in too far. If you use JOSM, the background images will be scaled instead. This may help a bit if there is no high-res imagery.
