Error rel_changed_mark with osm2pgsql

I'm using osm2pgsql to use the osm-data in PostGIS. Usually osm2pgsql works fine. In this case i created the OSM with JOSM instead of downloading one from the Internet (getting a larger area and the latest data).

With this file I'm getting the following error:

Reading in file: C:_install_bundles99_OSM_bundlesqatarqatar0418qatar04.osm Large polygon (45433 x 53551 metres, OSM ID -27331) - only expiring perimeter rel_changed_mark failed: ERROR: prepared statement "rel_changed_mark" does not exist (7) Arguments were: 307584, Error occurred, cleaning up

What's wrong or missing in my file. Any tipps? Thanks for helping.
