I would like to add in all the streets for the city of Takikawa, Hokkaido Japan. I have found an .osm file which has the required information, and I can open it as a layer in OSM. The source is http://openstreetmap.jp/YahooAlps/roads/

However, I don't seem to be able to save this data back into the "Main" OSM maps.

I don't want to stuff any thing up. Is this process done via the JOSM editor, or is there a simpler way???

These data appear to be part of an ongoing import that is coordinated on the following wiki page. Make sure you have read http://wiki.openstreetmap.org/wiki/JA:YahooJapanALPS_Data/Highway and the general import guidelines http://wiki.openstreetmap.org/wiki/Import/Guidelines

Does that mean that I should not attempt the import of this data and that it will be done sometime reasonably soon by "someone"???

Or would it be sensible for me to do the areas that have particular interest for me?

Do not import the file unless you have local knowledge of the affected area (i.e. you know which bits of the data are correct and which perhaps aren't). Make sure you liaise with the Japanese community if you plan to participate in the effort. Also, old off on any kind of imports until after the license change.

Just to answer the technical part of your question:

To upload OSM XML data to the server, you need to use one of several import mechanisms. The available mechanisms are described on the wiki pages Import and Import/Software.

However, as explained in the comments, you should only import large amounts of data after consulting with the (local) community (mapper meetings, forum, mailing lists etc.). Otherwise you may well cause problems, both technically and with respect to data quality.
