How do I put a screen image into a question

One Answer:

Log in (and maybe you also must have a validated email address)
Depending on what you want to do … add an answer to an existing question or ask a new question
click on 6th button from left above the text you're typing (labelled "image")
browse to the image on your PC (it'll fill in both boxes)
supply the alt text (what people without graphics will see).
If you want to "comment", convert the answer to a comment.
