How do I get these two street segments to join?

When I select Rivershore Rd and the small segment of this odd triangular intersection that I changed to Rivershore Rd (because I believe that is the correct name for it) with <control> select, the chain tool is greyed out. Why is his operation not allowed?

2	The join cannot be used because the new segment connects to the middle of the main Rivershore Road. For OSM purposes, it is sufficient that the small segment is connected - it allows routing. permanent link answered 29 Mar '12, 11:32 Mike N 2.9k●2●22●54 accept rate: 17%
