Please forgive my ignorance. I've come across a fair number of tags that are ambiguous or seemingly incorrect. Is there a place to flag these issues so that someone in that area can clarify or correct the data?

Thanks. That's what I was looking for. I wouldn't presume to know the correct values for tags like "highway=fo]".

highway=fo] might be highway=footway but it would require a resurvey to confirm.

Where's the most appropriate place to ask about undocumented tags? Does it make sense to report them in OpenStreetBugs?

There are specialized tools like the OSM Inspector that find and flag problems like this. So you don't need to add them to OpenStreetBugs. See for instance: http://tools.geofabrik.de/osmi/?view=highways&lon=9.00586&lat=50.34125&zoom=8&overlays=type_unknown
