I'm new to OSM. Let's say I have 1,000 customers that want to create their own, private layer that sits on top of OSM. For example, a realtor might want to have a layer of their area with houses for sale and not want the world to see that information.

My service would be to provide the storage for that private layer. I would then render it on top of OSM and my user would be editing HIS layer and not OSM.

Does that fall within the TOS for OSM?
