Can I add Exclusive Economic Zones within the boundaries of countries based on the coordinates given by VLIZ Maritime Boundaries Geodatabase?

In their copyright secrtion you can find the quote:

The geodata may not be redistributed without the permission of the Flanders Marine Institute (VLIZ)

However you can ask them for permission to use the data in OSM and redistribute it through OSM.

And apart the legal aspect, we already have many maritime boundaries in OSM.

If you did get permission you would need to then go through the import process documented at http://wiki.openstreetmap.org/wiki/Import/Guidelines which includes consulting with each community affected.
