Why is double licensing with CC-BY-SA still neccessary?

The planned license change timeline is described on the Wiki.

No user will ever have the choice to contribute under ODbL exclusively. Everyone who agrees to the new Contributor Terms will permit OSMF to distribute the data under ODbL as well as CC-BY-SA 2.0. (The Contributor terms also contain a clause that will allow further relicensing under other free and open licenses, provided that certain conditions are met.)

OSMF plans to eventually stop distributing the data under CC-BY-SA 2.0 but this will only happen after a significant portion of contributions have been made available for ODbL licensing. If there was an option for you to contribute ODbL-only, your data could not be included in the planet file or otherwise mixed with existing CC-BY-SA 2.0 data.
