I currently have created a boundary for a religious administration, following this proposal: http://wiki.openstreetmap.org/wiki/User:FrViPofm/Tag:boundary%3Dreligious_administration

Now, if I put the name= tag on the relation, mapnik doesn't render the boundaries (which is OK, since I don't want to boundaries to appear in the main map, but the name still appears (see Pfarrei St. Sigmund: http://www.openstreetmap.org/?lat=46.806582&lon=11.794158&zoom=18&layers=M).

The same goes for ski slopes that are named and are rendered by osmarenderer, but not by mapnik, but the names still appear (see Pramstall: http://www.openstreetmap.org/?lat=46.748114&lon=11.957553&zoom=18&layers=M) Is this done on purpose?

same here: http://www.openstreetmap.org/?lat=41.51902&lon=44.51956&zoom=16&layers=M I added a small part of the Baku-Tbilisi-Ceyhan-Pipeline, which is not rendered, but the name is.

Same goes for disused features, that are named. I.e. aerialway=disused, disused=cable_car

There have been a few bug reports about this. If you want you can try to fix the problem. Patches are welcome.
