It is not possible to install VotePlugin on trac because there is no administrators that wants it. That seems quite obvious from your discussion with Tom. Please do discuss all issues that you like, but don't do it in "help" because this is a system to help people with a particular problem, and do not use trac because it is a system to trace bugs and enhancements. Post to the mailing list (e.g. talk or dev) or maybe to the forum.
