User TomH had IMHO absolutely misleading reasoning in this trac ticket.

He argued like he knew what other developers would and would not like to do, which really sounds sooo funny to me... he probably knows the whole world like no one other of us does...

Please do discuss all issues that you like, but don't do it in "help" because this is a system to help people with a particular problem, and do not use trac because it is a system to trace bugs and enhancements. Post to the mailing list (e.g. talk or dev) or maybe to the forum.

It is not possible to install VotePlugin on trac because there is no administrators that wants it. That seems quite obvious from your discussion with Tom. If you want to have a decision on which bugs get fixed first you should fix them yourself. Patches are normally very welcome.
