Can anyone tell me if there is a service available which allows me to receive a notification every time someone updates an area?

You can use OWL (more info here: http://wiki.openstreetmap.org/wiki/OWL_%28OpenStreetMap_Watch_List%29 ) and the service from ITOWorld (more info here: http://wiki.openstreetmap.org/wiki/OSM_Mapper ).

Both services are delayed in showing what has changed, both provide an RSS feed for a specified area.

Note that OWL currently has a very long delay, about 20 days for me. Efforts are underway to integrate OWL into OpenStreetMap.org, and presumably performance will improve at that point.

OWL is down so maybe this answer should be updated.

and so is the signup for ITOWorld so no option left as it seems

Both services from the above answer seem to have ceased. So no more option so far?

OWL is long dead but there are various options linked from this page in the wiki. Not all of the links on that page will be up to date, but many will. It's a wiki, so if anything's wrong on that page anyone can just change it.
