Wei kann man verhindern, dass ein user eine in meine Website eingebundene Karte zoomt ?

Das kommt darauf an, was fuer eine Karte das ist und wie sie eingebunden ist. Bei Einbundung von OpenStreetMap ueber einen IFrame geht es gar nicht. Wenn Du selbst ein OpenLayers oder Leaflet hast, kannst Du bei der Erstellung des Map-Objekts einen "maxZoom"-Parameter angeben. Schliesslich gaebe es noch die Moeglichkeit, eine komplett statische Karte einzubinden - da kann man dann gar nichts veraendern.
