no tag to explain in the middle of an abandoned road a huge amount of soil with sometimes some small stones to block cars ???

how to create a new tag ?

just added "debris" tag... it's a pity than the tag photo was a slope :-(

In my area (mid UK) vacant sites and gate ways are often blocked with large concrete blocks,heavy agricultural kit or piles of soil to stop travellers from setting up caravan sites without permission.It is usually easy to walk or cycle around these obstructions if it takes you to a right of way for those modes of transport. In think a bollard indicates that vehicles cannot get through if tagged correctly.

Bollards can be ignored by pedestrians and cyclists, a big pile of dirt - not so much. Not to speak that there is no bollard in that place.

That looks like a temporary dump of earth for a construction, and if so you might not bother to map it since it will be gone soon-ish ?

Otherwise, that looks like a barrier=block or barrier=debris to me. Check taginfo for inspiration if the wiki doesn't have a fitting tag.

Tags and values in OSM follow some conventions but are otherwise free-form. You do not need to "create a tag" before using it. The online editor (potlach) shows some handy presets, but if you click on the "advanced" tab you will be able to set any tag and value you want (think hard before deciding that the usual keys/values are not adapted, though).

on my case it is a dump of gound in the middle of the official road of the only old abandonned swimming-pool road access (the swimming poll was destroyed since X years, the road itself is abandonned)

IMHO i think soil can be used... i will post a photo tommoroy...
