I don't understand what value the Lat/Long coordinates are in when i use the mouse Lat/long. It is not mins and seconds.

Please explain what you mean with "use the mouse Lat/Long", and give an example of such a pair of coordinates. This will make it easier for us to give you a correct answer.

I suppose that you're talking about the mouse position control in OpenLayers that displays the position using the projection of the base layer (the map in this case). I suggest you to read this openlayers doc about projections.

I am guessing you are seeing decimal degrees somewhere, rather than degrees, minutes, seconds. As there are 60 seconds in a minute and 60 minutes in a degree it is fairly easy to convert between the two.

Non-decimal degrees and local grids are like miles, ounces, 12h clocks, MM/DD/YYYY, and non-unicode charsets : please make the world a favor and forget about them today.
