Tile Map Server Usage

Hi,

We're considering using OpenStreetMap and are wondering what constitutes an heavy user. For example would 10,000 tiles views per year be considered heavy?

You seem to be familiar with the tile usage policy already. The policy doesn't spell out what "heavy" use is, mostly because we wanted to avoid people assuming that if N tiles are too much then N-1 must be "allowed".

That's why you will not find an "official" limit anywhere. But OpenStreetMap tile servers hand out about 4 million tiles every hour. Measured against that, no sane person would call 10,000 tiles per year "heavy use"!

That sounds promising how should I request permission to distribute an app? I'd prefer an email address but can't seem to find one for the System Administators referenced on the usage policy.
